The first is to push interest rates below zero. The idea here is fairly simple. If the problem with our economy is framed in terms of people trying to save too much relative to their spending, then negative interest rates would make saving money expensive. If you kept cash in a savings account with a negative interest rate, you would actually lose money. There are a few major problems with this idea, one of which is cultural. We Americans consider saving virtuous; a Fed policy that punished savers would simply not go over well. Another problem is that if interest rates on money were sharply negative, investors might just pour their money into commodities like wheat, oil, or copper as a store of value, which would keep those raw materials from socially positive uses and be tough to regulate. Yet another problem, which the economist Miles Kimball (an advocate of this idea) points out, is that if we really wanted to make this work, all money would have to be subject to interest rate fluctuations, which means we’d have to get rid of paper money. Financial need is determined by the U.S. Department of Education using a standard formula, established by Congress, to evaluate the financial information reported on the Free Application for Federal Student Aid (FAFSA) and to determine the family EFC. The fundamental elements in this standard formula are the student's income (and assets if the student is independent), the parents' income and assets (if the student is dependent), the family's household size, and the number of family members (excluding parents) attending postsecondary institutions. The EFC is the sum of: (1) a percentage of net income (remaining income after subtracting allowances for basic living expenses and taxes) and (2) a percentage of net assets (assets remaining after subtracting an asset protection allowance). Different assessment rates and allowances are used for dependent students, independent students without dependents, and independent students with dependents. After filing a FAFSA, the student receives a Student Aid Report (SAR), or the institution receives an Institutional Student Information Record (ISIR), which notifies the student if he or she is eligible for a Federal Pell Grant and provides the student's EFC.
